From 2013 to 2019 Director General at the European Commission, Directorate for Agriculture and Rural Affairs, and from 2006 to 2013 Deputy Director General. Previously, as Deputy Minister of Agriculture responsible for negotiations for Poland's membership in the EU in the area of agriculture and adjustment to the Common Agricultural Policy, as well as multilateral and bilateral trade negotiations (1997-2004).

A long-time researcher, he was an assistant professor at the Warsaw School of Agriculture (1982-1997), as well as an FAO and World Bank expert and advisor to the President of the NBP (2004-2006).

Currently, as a Team Europe expert, he works on the Common Agricultural Policy, sustainable agricultural development, the New European Green Deal, bilateral and multilateral trade negotiations, science, research and innovation in agriculture.
